USCIS announced a new naturalization civics test that will take effect on October 20, 2025. Attorney Carolina Antonini explains the updated naturalization requirements.


Civics Test: Then vs. Now

Currently, applicants study 100 civics questions. At the interview, they are asked 10 of those questions and must answer 6 correctly to pass.


For those filing on or after October 20, 2025, the civics test will expand to 128 study questions, 20 of which will be asked at the interview. The applicant will now need to answer 12 questions correctly to pass.


Who is affected?

Applications filed on or after October 20, 2025, will be subject to the new test. Applicants who filed before October 20, 2025, will take the current naturalization civics test.


Naturalization Requirements

This update builds on recent changes requiring applicants to affirmatively demonstrate good moral character with positive evidence, rather than proving good moral character by the absence of disqualifying behavior.

Hi, I'm Carolina Antonini. I want to talk to you about recent changes to the application for naturalization to citizenship of the United States. In the past, persons who applied for naturalization had to take a civics test.


They had to study 100 questions. At their interview, they would have 10 questions asked, and in order to pass, they would have to have six answers correct. This has changed.


As of October 20, 2025, people seeking naturalization will have a new test. This test means that they will have to study 128 questions. At the interview, they will be asked 20, and they must answer 12 questions correctly. This will be effective October 20, 2025. This means that applications filed before October 20 will have the old test, but applications filed on October 20 and thereafter will have the new enhanced test.


This will be a change on top of the other recent change that we announced, where applicants now have to show their good moral character in a more affirmative and positive way. We also know that the administration has announced that there will be changes in the future to this process of naturalization.
